The Pemco catalog has this set only, while a TrainWorld sales listing from
the time has not only the No.3614-"33-Pc. Bridge and Trestle Set," but also a No.3613-"17-Pc. Bridge and Trestle Set."
Though I have not seen the 17-piece set, I would assume going by its stock number and this listing of it that it very likely
does exist.
Neither item is unique in its detail and appear to be direct knock-offs
of the same items sold by Tyco.
