October 1970's Trade Topics section of Model Railroader details the new Athearn ALCO PA-1/PB-1 diesels.  The above announcement ad dates from October 1969.
 
Con-Cor's HO-scale PA-1, produced in Europe by Lilliput, beats the Athearn example to market by about six months.  The Con-Cor PA-1 is found in the  March '70 Model Railroader Trade Topics.  Con-Cor announced a PB-1 mate for its PA-1, but I don't believe the PB-1 was ever released.

August 1970 brings, "ALCO's famous PA-1" to the Athearn line.

Released the same year, 1970, as the Athearn model was Con-Cor's ALCO PA-1.  As seen above, major spotting differences between the Athearn and Con-Cor PA-1 models include a single headlight and no cab steps.  This model was made by Lilliput in Europe for Con-Cor.  Early Con-Cor ads call for a matching PB-1, however it is not known to have been released.  The Con-Cor PA-1 didn't fare as well as the Athearn model was not cataloged by Con-Cor by the mid/late '70s.
